The main methods used in this paper are listed as follows: (1) Structured System Analysis and Design Methodology(SSADM). This paper insists to follow the circulating system analysis and emphasizes to make use of the system science to guide the layout of the paper as well as the connotation of the research objects in order to guarantee the preciseness of the paper’s structure. (2) Deductive Reasoning Methodology.This research is on the basis of the summarizing and abstracting to the project managing theory and practices.
